SOLUTION
The solution to my problem is to create a website on the surface web. Which will be easy to access and user friendly for all kinds of people. The site will provide absolute and complete security to the whistleblower. This will be done with the use of the Deep Web and the tor browser. Additional encryption can also be put for more security. I tried making mock ups of the website.
